Before You Reach the Building: Site and Civil Observations in a Property Condition Assessment

Most people picture a commercial inspection as something that happens inside a building. On a lot of properties, a good share of the near-term capital number comes from outside it.

Short answer

ASTM E2018-24 begins its walk-through survey with the site. The categories are topography; storm water drainage; ingress and egress; paving, curbing and parking; flatwork; landscaping and appurtenances; recreational facilities; and material special on-site utility systems. Retaining walls and site lighting are not separate categories — they appear as examples within landscaping and appurtenances. Ordinary utility service points are not a site category at all; they are picked up with the building systems. Knowing where an item sits in the outline is useful, because it tells you what to ask for explicitly when you order the assessment.

What the guide actually asks for

The site categories in E2018-24 are more specific than most owners expect. Topography covers the general lay of the land and any unusual or problematic features. Storm water drainage covers the collection and drainage system along with on-site surface waters and retention or detention basins. Ingress and egress covers the major means of getting on and off the property.

Paving, curbing and parking asks for the paving and curbing materials, the types of parking — garage, surface, subsurface — the number and types of parking and loading spaces, any reported parking inadequacies, and the source of the space count. That last requirement is easy to skip past and worth noticing: a parking count taken from a site plan and a parking count taken by walking the lot are different statements, and the report is supposed to say which one it is.

Flatwork covers sidewalks, plazas, patios and similar improvements. Landscaping and appurtenances covers trees, shrubs, lawns, fences and retaining walls, along with material site appurtenances such as irrigation systems, fountains, lighting, signage and ponds. Recreational facilities covers on-site pools, spas, sport courts, fitness rooms, playground equipment and walking or bicycle paths. Special utility systems covers material special on-site systems — private water or wastewater treatment, on-site power generation — with system type, manufacturer, capacity, age and operator identified where that information is readily available.

Two things people misread

Retaining walls do not have their own subsection. They appear inside the landscaping and appurtenances category, alongside fences and shrubs. That placement is a drafting convenience, not a judgment about importance. If a retaining wall on your property is holding back a parking lot, a loading area, or a neighbor's grade, say so when the assessment is ordered so it receives attention proportionate to what it is doing rather than to where it sits in an outline.

Ordinary utilities are also not a site category. The guide's site utility item is limited to material special on-site systems. Ordinary domestic water, sanitary sewer, gas and electric service are observed with the building systems. This matters if you are expecting a site section to tell you about service capacity — it will not, and you should ask for that where it actually lives.

One more framing item from the guide itself: the schedule of walk-through items is not meant to be all-inclusive, and the consultant is expected to use professional judgment about adding or removing subsections for a particular property. A site with no recreational facilities does not need a recreational facilities section. A site with three retaining walls and a detention pond probably needs more than one paragraph.

The field vocabulary, and why it decides the number

Pavement distress is described in specific terms because the terms point to different causes and different remedies. Alligatoring — interconnected cracking in a pattern resembling reptile skin — generally indicates a base or subgrade problem rather than a surface problem, and surface treatments do not fix it. Block cracking, longitudinal cracking and transverse cracking each behave differently. Rutting indicates deformation under load. On concrete, faulted joints where one side has settled relative to the other, corner spalling, and map cracking each point somewhere different.

The practical consequence is that the same square footage of failing asphalt can be a crack-seal item, a seal-coat item, an overlay, or a full-depth repair, and the difference between those is an order of magnitude. An assessment that records distress type and extent gives you a defensible number. One that records "parking lot in fair condition" does not.

The site conditions that are worth catching early

A short list of items that reliably cost more the longer they run:

Drainage that discharges toward a building rather than away from it. Roof drainage that terminates on landscaping, a sidewalk, or a parking surface instead of into a storm system will eventually tell you about it through the foundation or the pavement.

Standing water that is chronic rather than occasional. Where water sits repeatedly on a paved surface, the pavement section beneath it is being changed, and the repair scope grows.

Slab uplift and separation. Flatwork that has lifted or separated at joints is usually reporting on something below it — expansive soil, root intrusion, a compaction problem, or a leaking line.

Retaining wall movement. Leaning, bulging, cracked or displaced walls, and any evidence of drainage failing behind a wall, deserve engineering review rather than a cosmetic repair.

Erosion and slope movement. On sloped sites, evidence of creep or instability affects far more than landscaping.

Loading docks and truck courts. Apron slabs and drive approaches take concentrated loads that the rest of the lot never sees, and they fail on their own schedule.

Where the site assessment ends and an engineer begins

A walk-through survey is a visual observation, not a subsurface investigation. Where a site item points to something below grade — settlement, subsidence, expansive soil, slope stability, an underground stormwater management structure with no inspection records — the correct output is a recommendation for a geotechnical or civil engineer's evaluation, not an opinion dressed up as a finding. The same applies to pavement design questions and to retaining wall capacity. An assessment that names the limit and recommends the specialist is doing its job; one that guesses is not.

Frequently asked questions

Will a Property Condition Assessment tell me how many years my parking lot has left?

It will describe distress type, extent and location, and give a suggested remedy. Any remaining-life statement is an estimate that depends on traffic, maintenance and climate, and it should be presented as such rather than as a measurement.

Does the assessment count parking spaces?

The guide asks for the number and types of parking and loading spaces and for the source of that information. Ask for a physical count if the count matters to you — for a lease requirement, for example — rather than assuming one was performed.

Is an ADA parking review included?

A Property Condition Assessment can include an abbreviated accessibility screening, which is a screening and not a compliance determination. If accessibility is a live question, treat it as its own scope item and involve the appropriate professional.

Should site items be assessed separately from the building?

No. They are part of the same assessment and often explain each other — site drainage and foundation condition, for instance, are frequently the same finding observed from two directions.
