Northline Analytics Ep. 03 - What a C- Actually Measures: Reading Idaho's Infrastructure Report Card Like a Condition Report

Short answer: Idaho's bridges are graded C- in the 2025 ASCE Idaho Infrastructure Report Card, while 5.4% of them are rated in poor condition. Both figures are accurate and they measure different things. ASCE scores eight equally weighted criteria, only one of which is condition - so condition carries 12.5% of a category grade. This article reads the grading methodology against the underlying condition data, derives two figures the report does not publish, and explains why the same distinction matters when anyone hands you a single-score rating for a building.

The two numbers

The 2025 ASCE Idaho Infrastructure Report Card gives the state an overall grade of C across nine categories: Aviation D+, Bridges C-, Dams C, Drinking Water C+, Energy C+, Roads C, Schools D+, Transit C-, and Wastewater C+.

The same report card states that Idaho has 4,646 public roadway bridges, that only 31.6% are in good condition against a national average of 44%, that most bridges - 63% - are in fair condition, and that 5.4% are rated poor. In counts, that is 1,468 good, 2,928 fair, and 250 poor.

Read those two paragraphs back to back and something looks off. A C- sounds like a system in trouble. A 5.4% poor rate sounds like a system that is mostly fine. The resolution is not that one of the numbers is wrong. It is that a letter grade and a condition rating are answering different questions.

What the grade is actually built from

ASCE publishes its methodology. Each category is assessed against eight key criteria, weighted equally: capacity, condition, funding, future need, operation and maintenance, public safety, resilience, and innovation. Each criterion receives a score, and the scores are added up to determine the category grade.

ASCE's own one-line definitions are worth reading closely, because they show how little of the grade is about physical state. Capacity: does the infrastructure's capacity meet current and future demands? Condition: what is the infrastructure's existing and near-future physical condition? Funding: what is the current level of funding from all levels of government compared to the estimated funding need? Future Need: what is the cost to improve the infrastructure, and will future funding prospects address the need? Operation and Maintenance: what is the owner's ability to operate and maintain the infrastructure properly? Public Safety: to what extent is the public's safety jeopardized by the condition of the infrastructure, and what could be the consequences of failure? Resilience: what is the system's capability to prevent or protect against significant multi-hazard threats and incidents? Innovation: what new techniques, materials, technologies, and delivery methods are being implemented?

Eight criteria, equal weight. Condition is one of them.

Derivation 1 - the weight of condition

One of eight equally weighted criteria is 12.5% of the category grade. The remaining 87.5% is composed of capacity, funding, future need, operation and maintenance, public safety, resilience, and innovation. A C- on bridges is therefore, by construction, mostly a statement about money, capability, and demand - not primarily a statement about the physical state of the structures.

That also explains what the grade scale means. ASCE defines C as MEDIOCRE, REQUIRES ATTENTION and D as POOR, AT RISK. Those are system verdicts. They are not the same vocabulary as a bridge condition rating of good, fair, or poor, even though both use similar-sounding words.

What the condition data says on its own

Set the grade aside and look only at the condition counts. Idaho public roadway bridges, 2025 report card: good - 1,468 bridges, 31.6% of inventory; fair - 2,928 bridges, 63.0%; poor - 250 bridges, 5.4%; total - 4,646 bridges.

The three counts sum to exactly 4,646, and each count divided by the total reproduces the published percentage to within a rounding step: 1,468 / 4,646 = 31.60%, 2,928 / 4,646 = 63.02%, and 250 / 4,646 = 5.38%. The published figures reconcile.

Derivation 2 - the size of the gap to the national rate

ASCE cites a national good-condition rate of 44%. Applied to Idaho's inventory: 0.44 x 4,646 = 2,044.24, or 2,044 bridges. Idaho currently has 1,468 in good condition. The difference is 576 bridges.

That is the concrete version of well below the national average. Not a percentage gap in the abstract - 576 individual structures would have to move from fair or poor into good for Idaho to sit at the national rate. That figure is not published in the report card. We derived it from the report card's own inventory count and its own cited national rate.

Derivation 3 - where the exposure actually sits

The report card describes fair-condition bridges as ones that could slip into poor condition without timely maintenance. Comparing the two categories: 2,928 fair divided by 250 poor equals 11.7. For every bridge already rated poor, there are approximately 11.7 in the category ASCE describes as one maintenance cycle away from poor.

This is the single most transferable observation in the whole exercise, and it is the same thing we tell owners about buildings. The line item that has already failed is the visible one and usually the smaller number. The population sitting in fair - functioning, unremarkable, and quietly consuming its remaining service life - is where the budget exposure lives. A condition report that only flags what is broken has described the 5.4% and left the 63% unmentioned.

A classification that is routinely misread

The dams section supplies a clean example of a term that sounds like a condition rating and is not one. Idaho has roughly 400 state-regulated water storage and mine waste containment dams. They average 76 years old, and ASCE reports that a quarter are classified as high hazard - 104 High Hazard dams. As a cross-check on those two statements: 104 of roughly 400 is about 26%, consistent with a quarter.

High hazard describes what would happen if the dam failed, not how likely it is to fail. The hazard potential classification system categorizes dams according to the degree of adverse incremental consequences of a failure or mis-operation of a dam, and the federal guidance is explicit that the classification does not reflect in any way on the current condition of the dam, including its safety, structural integrity, or flood routing capacity. A high hazard potential dam is one where failure would probably cause loss of human life. It can be, and often is, a well-maintained structure.

The reason to point this out is not the dams. It is that anyone reading condition data will encounter classifications that describe consequence, classifications that describe physical state, and classifications that blend both - and acting on one as though it were the other produces bad decisions in either direction.

The schools figure, and why it lands in a different criterion

Idaho schools are graded D+. The report card states that in FY2021-2022 the state spent about $760 per student on operations and maintenance, against a $1,300 national average, and that over half of school building square footage is in fair or poor condition.

Derivation 4 - the maintenance spending ratio

$760 divided by $1,300 is 0.585. Idaho spent approximately 58.5% of the national average per student on operations and maintenance - a difference of $540 per student per year.

Note where that figure sits in the methodology. It is not a condition measurement. It belongs to the operation and maintenance criterion - the owner's ability to operate and maintain the infrastructure properly. The condition measurement is the separate statement that over half of building square footage is in fair or poor condition. The two are related in the obvious causal direction, but they are scored separately, and a reader who collapses them into one impression has lost the ability to tell a maintenance-capacity problem from a physical-deterioration problem.

That distinction is not academic for anyone who owns buildings. A property with deteriorating condition and a well-funded maintenance program needs different action than a property with the same condition and no maintenance capability at all.

What this means for reading a building score

Commercial real estate produces its own aggregate scores: facility condition indexes, lender scorecards, internal asset grades, portfolio rankings that reduce a building to a letter or a number. Every one of them does what ASCE does - compresses several distinct questions into a single character - and most of them do not publish their methodology as openly.

Three questions are worth asking before acting on any of them. What went into it? A score built from replacement cost and deferred maintenance dollars is answering a different question than one built from observed physical condition, and both are different again from one that includes funding or management capability.

How is it weighted? If the thing you care about - the roof, the fire protection system, the slab - is one input among eight, the score can move for reasons that have nothing to do with it, and it can stay flat while that specific item deteriorates.

What is in the middle category? Whatever the scale, the population sitting between fine and failed is usually the largest and is almost always where the next several years of spending comes from. Idaho's bridges are 63% fair. Most buildings, examined honestly, have a comparable middle.

A property condition assessment exists to answer those questions at the level of individual systems rather than at the level of a summary character. That is the entire argument for reading the findings rather than the score.

Limits of this analysis

This is a readthrough of one published report card and its stated methodology, and its conclusions are bounded accordingly.

Single-year snapshot. The condition counts are as published in the 2025 Idaho report card and are not a trend. A single year's distribution cannot show whether the fair population is growing or shrinking.

Grades are expert judgment, not measurement. ASCE's category grades are assessments made against eight criteria by panels of engineers. They are not the output of a formula applied to a dataset, and the internal scores that produced each grade are not published. The 12.5% weighting figure follows from ASCE's stated equal weighting of eight criteria; it is not a claim about how any individual grade was reasoned.

Rounding. The published percentages and the published counts agree to within a rounding step, not exactly. The 576-bridge figure is calculated from the counts and the cited 44% national rate and inherits that rounding.

Approximate denominators. The dam figures use roughly 400 state-regulated dams as published, so the 26% cross-check against the 104 High Hazard count is approximate by construction.

Different asset class. Bridges, dams, and schools are not commercial buildings, and nothing here should be read as a statement about the condition of Idaho's commercial building stock. What transfers is the method of reading an aggregate condition metric, not the numbers themselves.

Frequently asked questions

Is a C- bad?

It is a system-level verdict, and ASCE's own scale defines C as mediocre, requires attention. What it is not is a statement that the structures are in poor physical condition - that is the separate 5.4% figure.

Where did the 576 figure come from?

From the report card's own numbers: 44% of Idaho's 4,646 bridges is 2,044; Idaho has 1,468 in good condition; the difference is 576. ASCE does not publish that number.

Does a high hazard dam mean an unsafe dam?

No. It means failure would probably cause loss of human life. The classification is about consequence and, per federal guidance, does not reflect the current condition of the dam.

What does this have to do with commercial property inspection?

Buildings get single-score condition ratings too, and those scores are read as though they were physical condition measurements when they usually aggregate several unlike inputs. The discipline of asking what a score measures, how it is weighted, and what sits in the middle category applies directly.
