Office Reconfiguration: What to Inspect Before You Subdivide a Floor

Short answer: before an office floor is subdivided or reconfigured, document the six building systems that were designed around the old layout and do not move when the walls do — HVAC zoning, egress paths, sprinkler and detection coverage, electrical panel capacity, restroom fixture counts and the accessible route, and fire-rated separation. Documenting existing conditions before design work begins is consistently cheaper than discovering the same items during permitting or after demolition has started.
Why office layouts are changing
Office and administrative support work is still the single largest occupational category in the country — roughly 17.7 million jobs, more than 11% of all employment — and it has been contracting faster than any other category since 2022. Management occupations have moved the other way, growing to more than 7.2% of all jobs. The underlying federal occupational data runs through May 2025.
That is a labor statistic, not a building statistic. It becomes a building question the moment a tenant acts on it. In our experience across Boise and the Treasure Valley, the result is rarely "we need less building." It is "we need a different building": fewer banks of open workstations, more enclosed meeting and call space, and increasingly a single large floor plate carved into two or three separately leasable suites.
The walls are the cheap part
Metal studs and drywall are among the least expensive things in a tenant improvement budget. The cost risk sits in the systems the new walls interact with — systems that were engineered around an open floor plate and that quietly stop performing as designed once that plate is divided. Those systems are also the ones that tend to surface late: during plan review, during a fire marshal walk-through, or during the first hot week after occupancy.
Six systems that do not move with the walls
1. HVAC zoning. Thermostats, VAV boxes, and supply and return paths were laid out for the previous plan. Subdivide a floor and one zone may end up serving two tenants with different operating hours and different heat loads. Return air paths through a plenum can also be interrupted by a wall that runs to the deck.
2. Egress paths and exit capacity. New demising walls change travel distance to an exit and can create dead-end corridors that did not previously exist. Suite entry doors, hardware, and the direction of door swing all become relevant again.
3. Sprinkler head and detection coverage. Heads and smoke detectors were spaced for an open bay. Adding rooms changes obstruction, spacing, and coverage geometry — and a wall built to the deck creates a compartment that may need its own coverage.
4. Electrical panel capacity and circuiting. Denser meeting rooms, displays, and AV equipment concentrate load in places the original distribution did not anticipate. Panel schedules are frequently out of date, spare breaker positions are often already consumed, and separate metering for a newly created suite is a question that should be answered before, not after, a lease is signed.
5. Restroom fixture counts and the accessible route. Occupant load per suite changes when a floor is divided, but the plumbing core does not move. The accessible path of travel from the entry to each suite, and to restrooms serving it, needs to be walked and documented rather than assumed from the original drawings.
6. Fire separation and rated assemblies. Whether a wall runs to the structural deck or stops at the ceiling grid determines whether a rating is continuous. Penetrations for conduit, piping, and cable trays are the most common place a rating is compromised, and they are easy to photograph and document while the space is still open.
What a pre-design condition assessment actually produces
A useful assessment at this stage is not a photo album. It is a prioritized record of what exists today: panel capacity and spare capacity, observed HVAC zoning and equipment condition, the current egress arrangement, visible sprinkler and detection layout, restroom fixture counts, and the condition and continuity of existing rated assemblies. Where a condition is likely to drive cost, it should be called out as such so the design team and the owner are working from the same set of facts.

When to bring an inspector in
The highest-value moment is before schematic design is locked — early enough that a layout can shift ten feet to avoid a costly problem, and late enough that there is a real reconfiguration concept to test. The second-best moment is during the due diligence period on an acquisition where repositioning is part of the thesis, so that the condition of the systems that will carry the new layout is known before the deal closes.
Frequently asked questions
Is this the same as a Property Condition Assessment? It overlaps. A PCA looks at the whole property and its major systems against a defined scope. A pre-reconfiguration assessment is narrower and more targeted: it concentrates on the systems the planned work will disturb. Many owners commission both, at different points.
Can you inspect a floor that is still occupied? Usually yes, with coordination. Access to electrical rooms, mechanical spaces, roof-mounted equipment, and above accessible ceilings matters more than access to every workstation.
